FBEC Annual Meeting 2020 – Advancing Black Inclusion in the Federal Public Service

On February 24, 2020, the Federal Black Employee Caucus (FBEC-CEFN) hosted its second annual meeting in Ottawa, bringing together public servants, allies, unions, and senior government leaders under the theme of Black Inclusion.

The event focused on important conversations surrounding equity, diversity, and inclusion within Canada’s federal public service. Attendees participated in discussions and workshops centered on career progression, self-advocacy, anti-oppression, and the unique workplace experiences faced by Black public servants.

A major highlight of the meeting was the announcement of Bill Matthews as the Deputy Minister Ally for the United Nations Decade for People of African Descent (UNDPAD). The role reinforces the federal commitment to advancing recognition, justice, and development for Black employees across the public service.

Senior leaders emphasized the importance of intentional action in hiring, promotion, and inclusion strategies. Discussions also highlighted the need for collecting disaggregated employment equity data and addressing the mental health challenges experienced by Black employees in federal workplaces.

The meeting welcomed more than 200 in-person participants and over 200 virtual attendees representing 36 federal departments and agencies, demonstrating the growing momentum behind conversations on racial equity and inclusion in Canada’s public sector.

FBEC continues to serve as an important voice advocating for meaningful change, stronger representation, and inclusive leadership within the federal public service.
